Habitat for Humanity RFV Project Updates

Wapiti Commons, Rifle
Wapiti Commons is a 20-home neighborhood that Habitat RFV is building on the south side of I-70 in Rifle. 14 homeowners have moved into Wapiti Commons, and it is already thriving as a community. Because our homeowners have worked together in building each other’s homes, the families are intertwined with one another. There will be at least 18 children who play together, ride the school bus together, and do homework together, as part of a safe, vibrant, and most importantly, rooted community. Our homeowners watch each other's kids, drink coffee together in the mornings, and deeply take part in one another's lives.
The final six homes are complete, and we anticipate the homeowners to close and move into their new homes in early fall.
The final stage of completion is building a park and playground for the Wapiti Commons children to have a safe place to grow and play. The Carter (Formerly Known as L3), Glenwood Springs
In November 2024, Habitat for Humanity of the Roaring Fork Valley purchased an 88-unit apartment building in Glenwood Meadows called L3 with the intention to convert the apartments into condominiums, in order to create permanently affordable housing stock directly in the center of our region. The Carter is a unique project because it is Development Neutral, meaning it did not require building any new structures, and it is For All Incomes, with a unique pricing structure that allows buyers of all incomes to purchase in the building at a scaling price commensurate with their income. We believe this helps tackle affordable housing challenges for not just low-income, but also medium-income households across the region.
In April 2025, we completed the conversion process – but unfortunately came across a major hurdle to selling the units for homeownership. We were informed in April that Fannie Mae would not approve home sales until the building was 50% under contract. Thanks to the diligent work with our close partner FirstBank, we have now received an exemption to the requirement, allowing for condo sales to begin.
The Carter now has 13 units under contract, with closings anticipated to begin at the end of August. Habitat RFV has units available for sale and for rent at a wide variety of price points achievable for households of varying income levels.

The Confluence, Glenwood Springs
You may have noticed quite a scene on Monday, July 28th, at the corner of 8th and Midland in Glenwood Springs. On this day, our cranes placed the Modular “boxes” that will become The Confluence onto their foundations.
The Confluence is a 6-home development of 2 and 3-bedroom units right in Downtown Glenwood Springs. It is a unique project for Habitat as it is our first time utilizing Full Volumetric Modular in order to build affordable housing. We know that Modular is a hot topic for finding a more affordable way to build, so Habitat is testing this model, right here in Glenwood Springs.
Over the next six to eight months, Habitat RFV will be completing The Confluence by working with volunteers to build the siding, decking, and other final touches to turn these boxes into homes.

We still have a gap in funding to complete this project. The Confluence sits inside of an Enterprise Zone, so there can be significant tax benefits for contributing to the completion of this project. Modular Housing Facility, Rifle
In late 2024, Habitat for Humanity of the Roaring Fork Valley laid out the plans for an ambitious new strategy to bring more affordable housing to the Region, with the vision of building and operating a Modular Housing Factory in Rifle.
Over the last year, Habitat RFV signed a lease for land from the City of Rifle, developed pre-development plans, and began to purchase equipment for the factory.
In June, it became clear that our primary funding source (Municipal Bonds) would no longer be a viable option.
As such, Habitat RFV is now in discussions with several potential partners about how to re-envision this project to ensure it benefits our region and is a financially stable program.
